The A1 certificate (officially: Portable Document A1) is a standardised EU form that confirms which national social security regulations apply to a person's employment. The document takes its name from the form code of the corresponding EU form – it was previously known as "Form E101".

The legal basis is Regulation (EC) No 883/2004 on the coordination of social security systems, supplemented by Implementing Regulation (EC) No 987/2009. Both regulations determine which social security law applies when a person works in more than one EU member state.

The core principle: within the EU, a person may only be subject to social security contributions in one country at a time. The A1 certificate proves to foreign authorities that the social security obligation continues to exist in the home country – and thus prevents additional contributions from being levied in the destination country.

When is the A1 Certificate Required?

EU and EEA Member States and Switzerland

The requirement to hold an A1 certificate applies to all 27 EU member states as well as the three EEA states of Norway, Iceland and Liechtenstein. Switzerland is also covered through a bilateral agreement.

Since Brexit, the United Kingdom is subject to separate rules: it is no longer an EU or EEA member. For business trips to the UK, HR departments should check the current applicable regulations separately.

Does the Requirement Apply to Day Trips as Well?

Yes – and this is a common misconception in practice. There is no minimum duration of stay for the A1 certificate requirement. Even a one-day business trip to Vienna, Paris or Amsterdam requires the certificate. There is no de minimis threshold.

According to the DVKA (Deutsche Verbindungsstelle Krankenversicherung – Ausland, the German Liaison Office for Health Insurance Abroad), the certificate must be carried during any activity in an EU/EEA country abroad – regardless of the duration or frequency of the trip.

Special Cases: Self-Employed, Multiple Countries, Frequent Travellers

Self-employed individuals: Freelancers and self-employed persons also require an A1 certificate when temporarily working in another EU/EEA member state. In this case, the application is submitted to the Deutsche Rentenversicherung (DRV, German Pension Insurance) or – for those with voluntary health insurance – to the relevant statutory health insurance fund (Krankenkasse).

Multiple countries simultaneously: Anyone who regularly works in several EU member states (e.g. as a field sales representative or long-distance driver) generally requires a separate certificate for each destination country. Special rules exist for certain occupational groups in the transport sector that allow for a simplified solution.

Frequently travelling employees: Those who travel to EU countries very regularly may in certain cases apply for a certificate covering a longer period (up to 24 months), rather than submitting a new application for each individual trip.

How to Apply for the A1 Certificate (Step by Step)

Statutory Health Insurance Members: Application via Health Insurance Fund or sv.net

For employees covered by statutory health insurance, the responsible health insurance fund (Krankenkasse) is the correct point of contact.

The process:

  1. The employer or the authorised HR department submits the application – not the employees themselves.
  2. The application can be submitted electronically via the portal sv.net (recommended).
  3. The health insurance fund reviews the application and issues the certificate.
  4. The completed A1 certificate is transmitted digitally or by post.
  5. Employees receive the certificate before the trip begins.

Civil Servants and Self-Employed: Application via DRV

Civil servants and self-employed individuals apply directly to the Deutsche Rentenversicherung Bund (DRV). Electronic submission is also available there.

Deadlines and Processing Times

Processing times vary depending on the health insurance fund and the submission method. Electronic applications via sv.net are typically processed within a few working days. Manual processing can take 1 to 4 weeks.

Important: Immediate issuance is not guaranteed. HR departments should apply for certificates well in advance – ideally several weeks before the planned trip. Last-minute business trips require special preparation and may require direct contact with the health insurance fund.

Retroactive issuance is generally not possible. The application must be submitted before the start of the activity abroad.

What Happens Without an A1 Certificate?

If the A1 certificate is missing during an inspection in the destination country, the following consequences may occur:

Fines: Several EU member states – including France, Austria and Belgium – conduct active inspections and impose fines when certificates are absent. The amount varies by country and can reach several hundred to several thousand euros.

Double social security contributions: Without proof, the destination country may levy its own social security contributions. This means contributions become due twice – in the home country and abroad.

Employer liability: As a rule, employers are liable for the absence of the certificate, not the employees. The duty of care rests with the company.

  • Identify the destination country – does it fall under EU, EEA or Switzerland?
